The U.S. Citizenship and Immigration Services (“USCIS”) has announced an update to its Policy Manual that re-introduces a modified version of the 2020 Civics Test—now called the 2025 Naturalization Civics Test. The update, once adopted, will apply to applications for naturalization (Form N-400 Application for Naturalization) filed on or after October 20, 2025, and aims to reinforce the importance of civic knowledge, assimilation into the U.S. society, an understanding of the Constitution, laws, and founding principles of the United States.
Why This Change Matters
Naturalization is the process by which lawful permanent residents become U.S. citizens—gaining full rights and responsibilities in American society. Under Section 312 of the Immigration and Nationality Act (“INA”), most applicants must demonstrate both proficiency in the English language and knowledge of U.S. civics and government. The USCIS notes that strengthening these requirements is part of its broader goal to ensure that new citizens are well-prepared to engage meaningfully in civic life.
What’s New in the 2025 Civics Test?
Here are the key changes set forth in the new policy:
- The civics question are expanded from 100 to 128 questions.
- The number of questions an applicant may be asked increases to 20 (up from 10).
- To pass, applicants must now answer 12 correct (instead of 6).
- The test may end early if the applicant correctly answers 12 questions, or incorrectly answers 9 questions.
- The 60% passing score remains unchanged.
- Applicants aged 65 or older with at least 20 years of lawful permanent residence remain eligible for the simplified version: a 10-question test from a 20-question pool, requiring six correct answers.
Regulatory and Policy Context
Although the civics requirement itself is statutory, the mechanics of the test are set by regulation and USCIS policy. This update reflects alignment with Homeland Security Act of 2002 authority delegating naturalization procedures to USCIS and referenced executive-level priorities around assimilation and national identity. The new guidance becomes binding for covered applications and supersedes prior related policy.
What Applicants Should Know
- If you file a Naturalization Application on/after October 20, 2025, expect the newer, broader civics test.
- Review and prepare for a larger set of possible questions and an increased threshold for passing.
- For special-consideration applicants (65+, long-term residents) the existing streamlined option remains.
