Enterline and Partners is an American owned immigration and investment consulting firm based in Ho Chi Minh City, Vietnam.

Founded and managed by licensed U.S. immigration attorneys with years of experience, the firm was created to address the needs of Vietnamese people having access to competent American immigration attorneys in Vietnam. We offer our clients a wide range of immigration and investment related services. In addition to our American attorneys, our team also includes Vietnamese lawyers and highly experienced investment advisors.

Enterline and Partners is a team of licensed U.S. immigration attorneys supported by local staff.

David Enterline


David has been living and working in Asia since 1993. He specializes in representing high net worth individuals immigrating to the U.S. via the EB-5 Immigrant Investor visa, as well as other business immigration visas such as the L-1 Intra-Company Transfer visa, E-1/E-2 Treaty Trader/Treaty Investor visas, and EB-1 visas. David frequently travels and speaks on EB-5 and other business immigration law matters throughout Asia.

David received his BA and JD degrees from the University of Oklahoma and his Master of Laws degree in Transnational Business from McGeorge School of Law in Sacramento California. He is a member of the American Immigration Lawyers Association, The Association to Invest In the USA (IIUSA), and has been listed in “An International Who’s Who of Corporate Immigration Lawyers” published by Law Business Research.

Ryan Barshop


Ryan first arrived in Asia in 2003 as a U.S. Peace Corps Volunteer in the Philippines. He specializes in family-based consular processing cases representing spouses, fiance(e)’s, parents and siblings of U.S. citizens and Lawful Permanent Residents. He also holds a wide range of experience in temporary visitor visas for both individuals and corporations.

Ryan received his bachelor’s degree in American History from Suffolk University in Boston, MA and his JD from Cooley Western Michigan University. He is a member of the American Immigration Lawyers Association Asia Pacific Bangkok District Chapter where he previously chaired the Government Liaison Committee and is currently the chapter secretary.

Tran Thi Tham

Vietnamese Lawyer

Tran is a licensed Vietnamese attorney. She has over 6 years of experience working in the field of legal consultancy and immigration by investment consultancy. Prior to joining Enterline and Partners in 2018, she held several senior positions at VPBank Securities Company, Henley & Partners Vietnam Law Firm, Han Viet Management Consulting Co., Ltd.

Tran is a member of Vietnam Lawyers Association. She also advises on other legal issues such as business development consultancy for foreign companies investing in the Vietnamese market.

Sindy Chuang

Marketing Director

Ms. Sindy Chuang earned her Bachelor Degree in Applied English from Chihlee University of Technology.

She has served in marketing roles handling social media strategies, customer relationship management and membership program development since 2014. Prior to her marketing roles, she accumulated over 6 years of customer service and sales experience.

David A. Trunzo, CPA

Investment Advisor

Dave is a CPA and is responsible for all aspects of Enterline and Partner’s investment due diligence, including identifying/sourcing potential investments, financial structuring, risk analysis, reviewing EB-5 offering documents and industry research. He has extensive contacts in various industries across the US, mainly in the real estate industry.

Dave has over 28 years’ experience in audit and financial reporting, due diligence, investment management and portfolio construction. Dave spent the first seven years of his career at Ernst and Young in the USA as an auditor specializing in financial services companies before moving into various financial reporting roles, including working on 2 golf course development buyouts totaling $40 million. Since 2001, Dave has worked in Tokyo, Taipei, Hong Kong and the USA for family offices and Hedge Fund of Funds where he has managed Alternative Investment portfolios in excess of $200 million.

He currently works with an Asian based investment firm where he is in charge of identifying and managing its U.S. real estate, private equity and other US related investments. His firm’s current U.S. Real Estate portfolio consists of developing approximately $150 million of residential real estate in Los Angeles, along with another $28 million development of residential lots in Florida. Prior to these developments, his firm purchased and sold approximately $50 million of foreclosures in Los Angeles. In addition to Real Estate Development, Dave has participated in a Real Estate lending portfolio of approximate $20 million. Dave graduated from Florida State University with a B.S. Degree in Accounting and obtained his CPA designation in the United States.

He has reviewed in excess of 100 EB-5 projects in cooperation with David Enterline of Enterline and Partners and WTW – Taipei Commercial Law Firm.

The difference between the two is enormous. An immigration attorney is a licensed professional who is regulated by a Bar Association. An attorney has also graduated from law school and has passed a legal licensing examination and is required to follow a very strict code of ethics so as to best represent their clients. An immigration consultant or agent is unlicensed and is not bound by the same rules of professional responsibility as an attorney. Furthermore, because attorney’s are regulated by their Bar Association, they have a standard to follow which provides clients with protection should an issue arise.

Enterline and Partners handles a wide range of family, business, investment and educational immigration cases.

Professional fees will depend on the complexity of your case. The fees will be discussed during the consultation session.
