Insight into the EB-5 China final action date forward movement in the March 2020 visa bulletin

Why did the EB 5 China final action date jump forward in the March 2020 visa bulletin?

There have been a number of questions as to why the final action date for EB-5 investors from China leaped forward 4.5 months in the March visa bulletin. United States Department of State’s visa guru Charlie Oppenheim has commented as to why this happened in his monthly “check-ins”.

According to Charlie, despite the significant number of EB-5 China applicants who are eligible to begin their visa application process, many applicants are not becoming documentarily qualified in a timely manner. Charlie noted the lack of demand and the decision to advance the final action date predates the COVID-19 outbreak. However, moving forward, the recent, temporary closure of the U.S. Consulate in Guangzhou will impact EB-5 China number usage, with the exact impact being unknown and tied to the duration of the closure. As this situation is fluid, Charlie cautions against speculating as to what impact this might have on the EB-5 China final action date. Applicants should not infer that a temporary halt in processing would necessarily cause the final action date to advance more quickly.
