Enterline and Partners attorneys David Enterline and Ryan Barshop recently spoke at the 2026 American Immigration Lawyers Association (“AILA”), Asia Pacific Chapter (“APAC”) 14th Annual Conference in New Delhi, India.

David Enterline joined the EB-5 Panel “The Future of EB-5 – Trends and Insights for Investors,” together with Ian Scott, Rohit Turkhud and Jeremy Shackle. The panelists discussed key EB-5 topics including the proposed “Trump Gold Card”, regional center vs direct investment strategies, source of funds challenges in Asia, common pitfalls with gifts, inheritance, crypto, and layered transactions, adjustment of status vs consular processing, legislative & policy updates, Trump-era reforms and enforcement trends, and the Impact of the EB-5 Reform and Integrity Act.

On the panel “60 Tips  In 60 Minutes: Smarter Practice, Better Business with an Ethical Edge”, Ryan Barshop was one of the featured speakers along with Charina Garcia, Gretel Ness, and Ronald Nair. The topics focused on practical and ethical strategies for strengthening an immigration law practice. Ryan discussed improving workflow and efficiency, ethical marketing and client development, best practices for managing high-volume cases while maintaining personalized service, and emerging challenges such as the use of AI, cross-border practice, and remote representation.

Establishment Of An EB-5 Regional Center

The EB-5 Reform and Integrity Act of 2022 (“RIA”) introduced significant changes to the EB-5 Immigrant Investor Program, including changes to the establishment and oversight of Regional Centers. A Regional Center’s establishment represents a strategic effort to stimulate economic growth by drawing in foreign investment and generating employment opportunities within a designated geographic area. A business or development project (“Project”) that is sponsored by a Regional Center gains several key advantages.  The most important is the ability to count indirect and induced job creation through economic modeling.  This makes it easier for foreign investors in the EB-5 Program to show the creation of 10 jobs based on their investment.  A Project can also pool multiple EB-5 investor’s capital for funding which allows developers to raise more foreign capital for its development project.  A Regional Center sponsored Project is now required to submit a comprehensive application in advance to United States
