Enterline and Partners Welcomes Ethan Phuc Le as Business Development Manager

Enterline and Partners (“EAP”) excited to announce that Ethan Phuc Le has joined the firm as Business Development Manager.

Enterline and Partners is an American-owned immigration and investment consulting firm with offices in Ho Chi Minh City, Vietnam, and Manila, Philippines. Founded and managed by licensed U.S. immigration attorneys, the firm was established to address the growing need for Vietnamese and Filipino individuals and families to access competent, experienced American immigration counsel locally in Asia.

Ethan Phuc Le is a Vietnam-based business development and investor relations professional with experience in the Vietnamese investment sector since 2013 and more than eight years of hands-on involvement in the U.S. immigration field, particularly the EB-5 program. He spent ten years studying and living in the United States and earned his Bachelor of Arts in Finance from Western Washington University in Washington State.

Throughout his career, Ethan has worked closely with U.S. immigration attorneys, Regional Center project sponsors, and agent networks across Vietnam and Southeast Asia, supporting investor education, compliant market execution, and long-term partner development. He brings a strong background in capital markets, cross-border investments, and investor relations, combining U.S. market understanding with deep local insight in Vietnam.

In his role as Business Development Manager, Ethan will focus on expanding EAP’s strategic partnerships, strengthening client relationships, and supporting the firm’s continued growth across Vietnam, the Philippines, and the broader Asia-Pacific region. He will work closely with EAP’s legal and advisory teams to further enhance the firm’s visibility and outreach in the U.S. immigration and investment space.

“I first met Ethan about seven (7) years ago when he was working for the Regional Center side of the EB-5 industry and have been privileged to work with him from time to time over the years”.  EAP Partner David Enterline shared.  “He always impressed me with this professionalism and knowledge of the EB-5 business and we are fortunate that or paths aligned for him to join us”.

The United States Supreme Court has formally struck down President Donald Trump’s Executive Order (“EO”) 14160 restricting birthright citizenship.
